Thank you for your interest in funding proposals for an LSP project or effort which would strengthen the program and reap benefits for all libraries. In the course of its review, the Governance Committee determined that complications and unresolved aspects connected with the current negotiating process underway dictate that no action be taken at this time concerning any of the proposals. It will be necessary to wait until the successful conclusion of contract negotiations before proceeding. When circumstances permit, we will notify the membership that the review is being taken up again.

The LSP Governance Committee is pleased to announce a call for proposals, LSP Program Expenditure Proposals, in the budget areas available for new expenditures.
Proposal submissions will be accepted from February 6 - 24, 2023. Please read below for more details.
A description of proposed hardware, software, or training objectives, stakeholders, value proposition (i.e., need and/or opportunity), alignment with LSP DEIAA Goals and Initiatives (i.e., accessibility, inclusiveness, etc.), and product risk analysis (i.e., challenges and issues) - 1 page maximum
A description of the application features and description, including but not limited to, implementation details, post-implementation/production management details,(i.e., sustainability), privacy and security features, and a proposed timeline - 1 page maximum
A detailed budget analysis that includes cost of hardware, software, or training items, implementation costs, and if applicable, proposed staff and staff time commitment - 1 page maximum
In order for a proposal to be considered for review, it must include responses to all the sections listed above. If a section or element does not apply to the proposal or information is not available, it should be indicated as "N/A".

Below is a prescribed annual process and timeline to collect, evaluate, and forward to the California Community Colleges Chancellor's Office (CCCCO) recommended LSP expenditure proposals in the budget areas available for new expenditures (i.e., additional software subscriptions, and, new areas of interest such as resource sharing, collaborative instructional development and design, etc. ). The goal is to more effectively and efficiently conduct all aspects of the LSP program under the guidance of the CCCCO by following this process:
full-fledged proposals (description of purpose, description of need and/or opportunity, detailed budget information, work to be carried out, evaluation process, reports submitted to GC, etc.) would be considered and reviewed by Governance Committee (GC);
proposals which are supported by the Governance Committee get forwarded to the CCCCO for further review, consideration and approval in a timely manner;
proposals which are approved by the CCCCO are delegated to the Council of Chief Librarians (CCL) - vendor - for implementation and work (with appropriate addendum to vendor contract).
Process Overview
The LSP Program expenditure proposals shall be considered through a prescribed annual process with two purchasing cycles (fall and spring) open to all LSP members and submitted to the LSP Governance Committee:
at the Summer GC meeting, the annual LSP budget is reviewed, and amount of funds available in fiscal year in all categories is identified;
GC initiates process with stakeholders to identify items (e.g., software subscriptions or new program development or implementation) to be considered;
proposals for new expenditures are due to GC at its September meeting;
recommendations for proposal approval and funding are forwarded to CCCCO after GC vote to support; and,
a second cycle of proposal initiation, review and approval begins again in January and finishes in mid-April.
After the completion of the second cycle, any unallocated funds would be rolled into the next fiscal year to increase the amount of funds available for new LSP program expenditures or distributed to the colleges directly
